It seems disrespectful to the speaker to not give his full name and title in the description, especially since he gives these himself in the video. The descriptions for your videos by North American speakers are more substantive than the description for this video and give one sentence bios of their speakers. There seems to be no reason not to do that for non-North American speakers as well, unless to do so would put them in danger.
